These figures are fully licensed by Filmation, though they may not look like it. The figures were produced in 1987 by Espanta toys for Spain. I'am unsure if these are regular PVC figures made in Europe, or the figures that were produced in 2-Packs in North America and Europe. They stand at average of 3" inches each. It could be said that more detail was placed in the main cast. The characters Jake, Tracey and Eddie have plastic removable backpacks, as seen above.
