This is a Color Printed sheet of the box art for the Transcon 2's Albitron. Transcon 2 was a Fan/Collectible show similar to BotCon that was run by Men In Black. This Print was probably used to get a good idea what the front of the box would be like. Albitron was going to be offered in a individual and two-pack at Transcon 2. The producing rights for Albitron and Swoop were lost when Men In Black advertised before Kenner agreed to make them (from what I heard). Men Black still have their hand painted Albitron and used to display it at collectible shows where they are selling.
