This the Autobot Tactician Smokscreen! Smokscreen was issued only in 1985. Smokscreen is a 2nd series Autobot Car from the cartoon series. His mold was used for Bluestreak & Prowl back in 1984. Here is Smokscreen MIB in a American style box.
